Last month, I stated publicly that I believe the time has come for a rethink in terms of how we approach economic development in Wales as we work to create a stronger, more sustainable business environment when we come out of recession. I stated that the reasons for change are two-fold.
The Economic Renewal Programme I am announcing today will enable us to:
· strengthen how we use our key sector priorities so that our aspirations become reality, including signature projects to demonstrate our commitment to the priorities. This must include putting Wales at the forefront of developing the technologies to meet global challenges such as climate change. I also believe that we need to be in a stronger position to actively identify, seek out and create new opportunities which give Wales greater prominence in a very competitive market place.
· provide a more seamless service – based on our Flexible Support for Business model – for all business development and support in Wales. This includes ridding the Government of any “silo” ways of working and thinking.
· change our culture from a grant giving one to one that encourages investment. This means end to end working with companies and investors on Intellectual Property; product development and getting the workforce and management skills right. Such a transformation must recognise the imperfections of the market in different parts of the nation.
· Technium network in the commercialisation of the best and brightest ideas of our businesses and Universities working together. We have already commenced this work with my announcement of a new injection of EU funding to better integrate this network.
· More closely align our universities and our key sector priorities and the research and development that will underpin them. To this end, I welcome the recent Enterprise and Learning Committee’s report on the economic contribution of higher education which has much to commend it. I am working closely on this with the Minister for Children, Education, Lifelong Learning and Skills as part of her strategic review of the HE sector in Wales.
· ensure that EU funding continues to be applied in the most appropriate context as the economy emerges from the recession, and preparing for the end of the current Structural Fund programmes.
· make the most of new opportunities such as Jeremie to ensure a sustainable source of funding for investment in business.
· ensure that any relevant lessons from the Rowlands’ review of capital for SMEs are applied in Wales.
· work harder and across all parts of the Government to support and grow indigenous businesses.
· ensure that all businesses, particularly SMEs, have access to the right advice and support to maintain competitiveness.
It is the principle and culture behind this way of working – the dialogue with business, trades unions and other partners – that I want to see underpinning economic development activity going forward.I am under no illusion that piloting the way ahead at a time of international uncertainty and a shaky worldwide economy will be easy. It will be hard – but I believe that there is strong support for this new approach across the board in Government and in the business community in Wales.

Same here - been trying to get straight answers the funding provided to Cell Therapy by WAG. Specifically, did WAG perform an IP audit? Was WAG aware that CT has no issued patents, that CT’s claim that they will be the first to come up with a stem cell medicine/product to treat scarred heart tissue is a nonsense and to what extent, if any, WAG granted public money to CT - and to be fair, to what extent (if any) POWIS did the same (albeit via assigning research talent to CT); POWIS being the Prince of Wales Innovation Scholarship, which receives public/European funds. Absent clarification this matter should be subject to review at European level.

I agree that hey should talk to the grassroots at the very least but we both know they wont, Ieuan has caught the Welsh Labour disease of only hearing what he wants to.
No Government Consultations is worth the paper its written on, but in the ten years since WAG came into being they seems to be particularly unwilling to spread the net wider than the usual suspects for ideas and points of view - what are they afraid of?
More worrying for Plaid Cymru is that Ieuan is still delivering for Labour's supporters on the economy, not his own Party or his constituency of Ynys Mon. Plaid will suffer at the Assembly elections because of this Labour wont, what further incentive does Ieuan need to change course?

It seems that the folks in the Assembly Government had already made up their mind about the contents of the ERP before the consultation started despite the spin. I'd like to say im shocked at this revelation, but its not really that surprising given WAG's record
so I see no one tries to defend or explain?
Yet again no opposition is outraged of course not they are all ensconced in their holiday retreats or doing work elsewhere.
How can you call it government when half the time the peoples representatives are not informed of what goes on
Not sure what's worse the silence from DET, the silence from Ieuan and his advisors and the silence from Plaid Cymru bloggers on what you uncovered or the total silence from the opposition on any aspect of what you and others have been highlighting over the summer about the impact of the Economic Renewal Programme.
If this has not seen the light of day in the media, then this could be a letter to "Viewpoints" (please replace with your own regional newspaper's version) to get it exposed!
Yoda, only the Conservatives can answer the question about why they refuse to take WAG head on economic matters and don't continually challenge their poor record and delivery and also why they never seem to use people like Dylan Jones Evans or his knowledge and expertise to help them do it.
As for the Lib Dems does anyone take them seriously on any subject let alone the economy here in Wales.
But its not just over the ERP that the Tories and Lib Dems have failed to hold Minister feet to the fire, it over WAG's whole economic strategy over the past decade.
As i recall dylan jones evans observations on the ERP - and what he percieved to be its shortcomings - were widely reported in both the welsh media and welsh blogosphere...so this issue has very much seen the light of day and there is nothing to 'expose' as one 'anonymous' contributor laughingly writes.
Frankly its been done to death and everyone in wales..except for a handful of contibutors on this blog ...has moved on!

Leigh, if everyone's moved on why are you leaving a comment. Besides if you really think the ERP's failings has been covered and fully investigated by the Welsh media, I feel sorry for you.
And just because you as a nationalist are fed up of seeing your leaders poor decisions and capitulations to Labour and their allies as Economic Development Minister shown up for what they are by people inside and outside WAG, it doesn't mean that others are growing tired of it or shouldn't be commenting on it anymore.
ERP has turned into a bad joke. Just yesterday I was told by Technium I'm not on the list of selected providers to provide IP expertise for Technium tennants, and I am the only (as far as I know) Welsh person with a JD/PhD combination with a law firm close to the largest patent office in the world (the US patent office) in the largest market for patented goods and services in the world. Reason: they had too many IP people already and wanted to work with ones they knew already - never mind none of them can not practice directly before the USPTO, and have to work through a US law firm thus doubling fees to Welsh clients. Technium forgot that, if approved, I could offer tips and expertise on filing and prosecuting patent applications directly in the USA. It is like what Technium folks said: they want to be in their comfort zone and to hell with what Welsh firms need.

The ERP as it stands now should be going out to consultation, yet there is no formal way to respond, and no period of consultation. Such major change, such as scrapping Flexible Support for Business (FS4B), International Business Wales and the Single Investment Fund, should go out to consultation.
And where was the consultation when choosing the business sectors to focus on? This work was undertaken by the Ministerial Advisory Group, which appeared to work in a silo away from stakeholders. Where was the engagement with the wider business community when choosing the sectors which will benefit from the ERP?
So, against the background of all this scrapping of business structures in Wales, that we should have the very audacity to ask where the money will be focused in future is something the Welsh Assembly Government might, one would think, be prepared for. But it appears not.
Instead it gropes around for immature deflection techniques to straightforward propositions. And that is quite alarming.

MY experience is that DET are closed for business..I work in the Construction and Built enviroment, and have had my support pulled by a RelationShip Manager, as we are not a key sector...then WAG waste monies on new quangos for my sector who deliver nothing

A contractor for Technium (Welshpoppy) has told me in an email that Technium prefer to operate with vendors they know. So much for putting the interests of Welsh businesses first. And DET wonder why I am so critical of them. Well boys and girls, I'm going to get a lot more critical.
Time to clear out the deadwood and get some real economic and business acumen into the policy and advice being dished out
may be even some training in communication and listening skills
